City Clerk Functions


  • Properly post the city council meeting agendas properly
  • Attend open and closed city council sessions
  • Ensure minutes are taken at city council meetings
  • Attend the mayor's weekly Cabinet meetings
  • Serve as an alternate in representing the city at various meetings
  • Plan, organize and direct municipal elections
  • Publish municipal, special and proposed ordinance election notices
  • Archive official city records, meeting minutes per state laws
  • Countersign all contracts made on the city's behalf
  • Attest to the mayor's signature

City Treasurer Functions


  • Provide financial management and support to all city departments
  • Direct and coordinate the city's budget program
  • Coordinate long-term planning of capital improvements
  • Review all proposed city projects, expenditures, cost overruns and revenue shortfalls
  • Adjust spending as necessary
  • Maintain a purchasing system with requisition and payment
  • Sustain an accountability system for all city expenditures
  • Deliver oral or written presentations on the city's financial status, strategies or forecasts
  • Publish a statement of the city's finances
  • Manage the city's seventeen funds
  • Maintain internal controls to protect the city's assets from theft, loss or misuse
  • Prepare comprehensive cash flow statements to support rate adjustments
  • Prepare and present oral and written justification for rate adjustments
  • Solidify grants for capital improvements and debt management
  • Prepare financial statements for the fiscal year
  • Administer and coordinate external audits
  • Attend open and closed city council sessions

  • Participate in strategic planning of the city
  • Respond to citizen and business complaints
  • Review applications for and provide business, liquor and cabaret licenses
  • Explain to new businesses Fallon's business license policies
  • Number and sign all city-issued licenses
  • Invoice and collect payments for various licenses
  • Create utility customer accounts
  • Invoice residents and collect payments for provided utility services
  • Perform accounting of all incoming and outgoing payments
  • Sign all city-issued warrants
  • Keep a register of all warrants redeemed and paid
  • Direct and coordinate the city's employee compensation system
  • Maintain updated employee records
  • Execute payroll
  • Instruct employees to deal courteously with the public and ensure they're doing so
  • Provide the safest working conditions possible for employees
  • Notify the mayor of any proposed changes in job duties or responsibilities affecting employees
