Council Function

  • Develop and pass ordinances, resolutions and orders
  • Determine fines or penalties used in enforcing ordinances
  • Vote on all issues
  • Change, as necessary, and approve the City's annual budget
  • Retain control over each budget line item
  • Authorize increases or decreases in each budget line item
  • Adopt the City's annual budget
  • Develop long-term master plans for each department
  • Act as City Planning Board
  • Approve land use plans
  • Establish city policy
  • Participate on committees per the Mayor's direction
  • Meet twice a month and for special sessions
  • Maintain a City personnel policy
  • Comply with all mandatory federal and state laws regarding employer/employee management
  • Appoint two election clerks and an election inspector for each ward
  • Designate polling places
  • Vote on any qualifying citizen-generated petition for a proposed ordinance
  • Call special elections when necessary
  • Publish proclamation and description of new ordinances
  • Listen to and address citizen complaints
  • Confirm the Mayor's appointments to city positions
